Brazil Launches Centralised Self-Exclusion Platform for Betting Players

Brazil has officially launched a centralised self-exclusion platform that allows players to block their access to all federally licensed betting sites. The Secretariat of Prizes and Bets (SPA) announced the launch on Wednesday. It gives players the ability to voluntarily restrict their participation in online gambling and opt out of targeted advertising.

A Unified System for Self-Exclusion

Previously, authorised operators had to offer self-exclusion options individually. The new centralised platform allows players to make themselves unavailable across all licensed sites. This streamlines the process and strengthens player protection. The launch forms part of the SPA’s 2025-26 regulatory agenda, which it introduced in April. It is prioritised as the regulator’s most important initiative. SPA is currently developing its 2026-27 agenda and has opened a consultation for stakeholders until 14 January. The final agenda is expected at the end of February.

How the Self-Exclusion Platform Works

Developed by the Federal Data Processing Service, the platform enables players to self-exclude for one to twelve months or indefinitely. Players opting for indefinite exclusion have up to one month to reverse their decision. The system also asks players to indicate the reason for self-exclusion, including financial difficulties or recommendations from healthcare professionals. After verifying personal information, players receive confirmation, and operators automatically receive a self-exclusion notice. Operators then have up to 72 hours to block access to their sites and applications.

Operator Implementation Deadlines

Normative Instruction 31, published in November, granted operators a 30-day period to integrate the centralised self-exclusion database through Sigap, Brazil’s betting management system, using players’ CPF numbers. The deadline for implementation is 10 December. Operators must verify self-exclusion status during account registration, at first login each day, and every 15 days for active users. They must immediately stop accepting bets from users flagged as “Blocked – Centralised Self-Exclusion.” They must also terminate accounts within three days and return any remaining balances or unsettled bets within two days. Additionally, retaining communication records for five years is required.

Advertising Restrictions and Self-Limit Tools

Operators are prohibited from sending marketing communications, targeted advertising, or direct notifications to self-excluded users. In addition, a 90-day period is in place for operators to implement self-limit tools. These tools allow players to set time and wagering limits at registration. Players can receive alerts or session blocks based on their betting activity duration. They can temporarily pause accounts to prevent placing bets while retaining access to the platform.

Brazil Leads in Responsible Gambling

SPA chief Regis Dudena said the platform “puts Brazil in a leading position in the world in caring for our population.” The centralised self-exclusion system demonstrates Brazil’s commitment to responsible gambling. It gives players control over their betting activity. At the same time, it ensures operators comply with strict safeguards.
