South Korean police have uncovered an alleged illegal online gambling network that reportedly processed more than 60 billion won (US$43.36 million) in wagers over nearly three years. The operation allegedly used sports betting, online casino games and slot platforms. Moreover, it employed YouTube livestreams and artificial traffic to attract gamblers.
YouTube Used to Promote Gambling Sites
According to Ulsan police, the network operated from November 2022 to July 2025, with bases in several parts of South Korea. Investigators estimate the group generated more than 3 billion won in illicit proceeds during the period.
A key part of the alleged operation was its use of YouTube livestreams to create the appearance of frequent wins and unusually large payouts. Police said the broadcasts were used to generate interest in the gambling platforms. As a result, they encouraged viewers to place bets.
Investigators also found that the group allegedly developed traffic-manipulation software and operated a promotional team to increase the reach of its livestreams. Artificially inflated view counts and audience numbers were reportedly used to improve the visibility of promotional content in YouTube searches and recommendations.
Police Seize Evidence During Investigation
The investigation began after police received a tip in March last year. Officers subsequently traced locations connected to the network. They seized computers, burner phones and bank accounts allegedly opened under other people’s names.
Over approximately 18 months, investigators identified and arrested 12 suspects. Their cases have since been referred to prosecutors.
Five Suspects Sought in Thailand
Police have identified five additional suspects who are believed to be staying in Thailand. Authorities have obtained arrest warrants and requested Interpol Red Notices to assist with locating them and pursuing further legal action.
The investigation remains ongoing, with Ulsan police working with international authorities to track the five suspects.
The case highlights how illegal gambling networks can extend beyond betting platforms themselves. They use social media promotion, artificial engagement and cross-border operations to attract players and expand their reach.
