Cambodia Sets Up 13 Regulatory Offices in Licensed Casinos

The Commercial Gambling Management Commission of Cambodia (CGMC) has opened 13 onsite offices inside licensed casinos. This move supports Cambodia’s 2020 Law on the Management of Commercial Gambling, which aims to strengthen oversight and transparency in the sector.

Key Roles of the Onsite Offices

These offices are responsible for:

  • Monitoring casino operations for legal compliance
  • Providing guidance to operators
  • Streamlining administrative processes
  • Preparing to launch a Casino Management System (CMS)

CGMC Technical Advisor Chhoeng Chantha noted that the new law marked a turning point for Cambodia’s gambling industry. Casino licenses now require not just financial investment, but also qualified and competent investors.

More Rules to Boost Accountability

Casino employees must hold special licenses from CGMC, and all gambling equipment and software must be certified and registered. These rules help build a more transparent and accountable industry.

Pilot Program Started in December 2024

On December 17, 2024, the CGMC launched a pilot program with 10 casinos, including:

  • NagaWorld in Phnom Penh
  • DNA Star Vegas in Poipet

The regulator has not yet released the full list of participating casinos.

Cambodia’s Shift Toward Stronger Regulation

Before 2020, Cambodia had limited gambling oversight. The CGMC now oversees licensing, enforcement, and compliance, with a mission to eliminate illegal gambling and support legal operations that boost the economy.

After delays caused by COVID-19, CGMC began active enforcement in 2022, aligning with international standards.
