Pennsylvania’s gambling market continued its upward trajectory in April 2025, with total revenue climbing 10.7% year-on-year to reach $558.7 million, according to the Pennsylvania Gaming Control Board (PGCB). This growth comes largely from strong performance in the iGaming sector, which once again emerged as the state’s top-performing vertical. While the April total fell 2.8% short of March’s record-breaking $574.5 million—helped by an extra calendar day—it still marked one of the highest monthly revenues in the state’s gambling history.

Pennsylvania iGaming Posts Near-Record Result

iGaming led the charge, generating $227.7 million, up 31.3% from April 2024. Though slightly behind March’s all-time high, the April figure represents continued momentum for Pennsylvania’s iGaming market. Online slots brought in $169.5 million, up 34.5%; online table games generated $55.9 million, up 24.2%; and online poker saw a slight drop, with $2.3 million, down 2.8%.

Hollywood Casino at Penn National Race Course maintained its iGaming leadership, bringing in $83.2 million (up 33.5%), followed by Valley Forge Casino Resort with $66.7 million (up 38.8%) and Rivers Casino Philadelphia at $35.9 million (up 17.1%).

Sports Betting Holds Steady

Sports betting remained flat year-on-year at $42.5 million, though it still edged out March’s figure. Online sportsbooks continued to dominate, contributing $41.2 million, with retail adding another $1.4 million. The total handle for April reached $711.6 million, up 10.1% from the previous year. Statewide hold rate landed at 5.97%.

Among operators, FanDuel, partnered with Valley Forge, led with $20.1 million from a $269.8 million handle (hold: 7.45%); DraftKings, linked with Hollywood Casino at the Meadows, followed with $12.1 million off $185.6 million (hold: 6.52%); and Bet365, working with Presque Isle Downs, claimed third with $1.9 million from $34.2 million (hold: 5.56%).

Other notable performers included ESPN Bet and Hollywood Penn National, generating $1.7 million from $32.1 million (hold: 5.3%), and BetMGM, with Hollywood Morgantown, producing $1.5 million from $60.1 million (hold: 2.5%).

Land-Based Gambling Shows Mixed Results

Retail gambling delivered mixed outcomes in April. Land-based slots still topped all individual verticals with $203.1 million, though that figure dipped 1.2% from last year. Retail table games bucked the trend, rising 2.8% to $80.6 million.

Other segments showed slight movement: video gaming terminals fell 3.6%, while fantasy sports contests rose 2.3%, totaling $1.3 million.

Tax Contributions Reach $234.5 Million

Gambling activity contributed $234.5 million in tax revenue for the state in April. Key contributors included:

  • iGaming: $100.8 million
  • Land-based slots: $102.8 million
  • Retail table games: $13.5 million
  • Sports betting: $15.3 million
