Brazilian Football Clubs Push Back Against Betting Ad Restrictions

Several Brazilian football clubs have united in opposition to a proposed Substitute Bill introduced by Senator Carlos Portinho on 21 May 2025. The bill seeks to restrict the advertising rights of betting operators within sports venues—a move the clubs describe as a de facto ban on essential sponsorship deals.

If passed, the legislation could cause an estimated R$1.6 billion in annual losses for the sports industry. Smaller clubs, in particular, would face severe financial strain, as they rely heavily on advertising revenue for operational costs and community programs.

Additionally, the clubs warn of potential legal issues. Many stadium sponsorship contracts remain active for another three years or more, and abrupt changes could lead to litigation.

However, a recent amendment introduced by Senator Romário on 23 May 2025 offers a glimmer of hope. The revision allows pre-existing advertising agreements to remain valid, as long as they align with fair competition principles and safeguard third-party rights. Clubs have welcomed this amendment as a more balanced approach.

Although they support responsible gambling initiatives, club representatives argue that overly broad advertising bans may backfire. They point to Italy’s experience, where strict gambling ad restrictions enacted in 2018 were later softened after negative financial impacts on sports organizations.

Brazil officially launched its regulated betting market in January 2025, following the first wave of 71 online gambling license approvals at the end of 2024. The market is still in its early stages, with policy refinements actively underway.

As debate continues, football clubs urge lawmakers to find a middle ground—one that promotes responsible gaming without crippling the financial foundation of Brazilian sports.
