Brazil’s Licensed iGaming Market Hits $3.2bn GGR in H1

Brazil’s regulated betting and iGaming sector generated BRL17.4 billion ($3.2bn) in gross gaming revenue (GGR) during the first half of 2025, according to newly published data from the Secretariat of Prizes and Bets (SPA).

The figures mark the country’s first official market update since the launch of its licensed regime on 1 January, following a six-month licensing and compliance process for operators.

The Federal Revenue Service collected BRL3.8bn in taxes, while the SPA generated BRL2.2bn from license fees and BRL50m in inspection fees.

Regulation and Transparency

SPA head Regis Dudena said the agency will continue to publish market updates to support evidence-based policymaking.

“Our goal is to periodically disclose the SPA’s activities and the evolution of the fixed-odds betting market in Brazil,” Dudena stated. “This strengthens transparency and ensures regulation reflects reality, not just estimates.”

His comments come as lawmakers debate stricter ad rules and potential tax hikes. Industry stakeholders warn such measures could drive players back to the black market.

Tackling the Illegal Market

The SPA also highlighted progress against unlicensed operators:

  • 15,463 illegal websites taken down since Oct 2024
  • 66 inspections carried out, with 35 sanctions issued
  • 277 suspicious transaction reports filed by financial institutions
  • 255 bank accounts closed linked to offshore betting
  • 112 influencer pages and 146 social posts removed for illegal gambling ads

Despite these actions, H2 Gambling Capital estimates offshore operators still control around 30% of Brazil’s betting market.
