India Seeks Public Feedback on New Rules for Esports and Social Gaming

In India, following the nationwide ban on online Real Money Games (RMG), Indian authorities are now focusing on creating a structured framework for the remaining legal gaming sectors—namely Esports and social gaming.

MEITY Opens Consultation on New Rules

The Ministry of Electronics and Information Technology (MEITY) has opened public consultation for the Promotion and Regulation of Online Gaming Rules, 2025, inviting comments and suggestions until October 31 via its official website.

According to MEITY, the new framework aims to promote innovation in Esports and online social gaming, while ensuring that these activities remain safe, responsible, and accountable.

Establishing the Online Gaming Authority of India

At the core of the proposal is the creation of the Online Gaming Authority of India (OGAI)—a new body tasked with regulating and overseeing Esports and social gaming nationwide.

The OGAI will introduce:

  • A transparent registration system for online games,
  • A user grievance redressal mechanism, and
  • Safeguards against prohibited money-based gaming and related harms.

Clear Boundaries Between Gaming and Gambling

Under the proposed rules, the OGAI will have the power to reject games that involve real-money elements, impose penalties, and issue compliance directions to companies.

Additionally, every Esports or social gaming title must be registered under the National Sports Governance Act of 2025 to be officially recognized. The authority will maintain and publish two lists — one for approved games, and another identifying those linked to prohibited online money games.

Mandatory Registration for Developers

Legitimate game service providers will need to apply for a certificate of registration, valid for up to five years. This process ensures that all platforms offering social or Esports titles in India operate within a regulated, transparent framework.

Through these measures, India aims to foster a responsible gaming environment that supports innovation while protecting players from financial and social risks.
