Ireland’s Gambling Regulation Takes Shape with GRAI at the Helm

Ireland Launches a New Gambling Regulator

The Gambling Regulatory Authority of Ireland (GRAI) now leads the charge in reshaping the country’s gambling landscape. Established under the Gambling Regulation Act 2024, the regulator holds full responsibility for licensing, compliance, and player protection in Ireland.

Experienced Leaders Drive the Mission

Since March 2025, GRAI has operated under a board of seven experts, including leaders from health, law, media, and finance. CEO Anne-Marie Caulfield confirmed that GRAI completed its core governance structure, laying the groundwork for upcoming regulation.

Licensing Process Begins in 2025

GRAI will launch its licensing portal later this year. It plans to issue online and land-based betting licences by year-end. In early 2026, it will expand to online gaming, with charity and B2B licences to follow by 2027. Applicants must pass corporate, financial, and technical checks.

Strict Advertising and Player Protection Measures

GRAI enforces a clear focus on public safety. Operators must follow a 5:30 AM to 9 PM ad watershed to protect minors. VIP rewards and personalized bonus offers will no longer target vulnerable players. Only adults who opt in will receive gambling promotions. The regulator also launches a national self-exclusion register to let individuals block themselves from gambling services.

Funding and Social Impact Plans

GRAI plans to fund operations through industry levies, not taxpayers. These levies will support a social impact fund focused on education, prevention, and treatment of gambling-related harm.

Combating the Black Market

The regulator plans to block illegal sites, collaborate with banks, and launch awareness campaigns to fight unlicensed gambling. GRAI will also work with global regulators to close gaps exploited by black-market operators.
