Historic Deal Signed During Economic Mission
During New Jersey’s economic mission to the Gulf Arab States, the New Jersey Division of Gaming Enforcement (DGE) signed a Memorandum of Understanding (MOU) with the United Arab Emirates’ General Commercial Gaming Regulatory Authority (GCGRA). Facilitated by Choose New Jersey, the agreement sets the stage for deeper collaboration on gaming regulation between the two regions.
Focus Areas: Cybersecurity, Responsible Gaming, and Innovation
The MOU outlines cooperative efforts in areas such as cybersecurity, responsible gaming, and the advancement of commercial gaming technologies. It also encourages the sharing of regulatory knowledge and best practices to enhance consumer protections in both online and land-based gambling sectors.
New Jersey’s Gaming Growth Sets the Foundation
New Jersey’s gaming industry has flourished under Governor Phil Murphy. Since 2018, total gaming revenue in the state has more than doubled, reinforcing its role as a leader in global gaming innovation and regulation.
UAE Eyes Strategic Growth Through Gaming
Kevin P. Mullally, CEO of the GCGRA, underscored the importance of the partnership: “Commercial gaming is a key pillar of the UAE’s strategy for diversified economic growth, driving tourism and attracting foreign investment. This agreement allows us to align innovative technology with modern, collaborative regulation—unlocking economic potential while upholding strong consumer protections.”

Choose New Jersey President and CEO Wesley Mathews added: “New Jersey and the UAE both hold influential positions in the gaming industry. This MOU strengthens New Jersey’s position in the global market by enhancing our gaming infrastructure and technology ecosystem.”
UAE’s Rising Global Gaming Ambitions
This agreement comes as the UAE positions itself to become a major gaming hub in Asia. Industry experts such as Bishop Woosley, Andrew Sackey, and Pedro Cortés have speculated the UAE could rival Macau in the future, with commercial gaming playing a central role in driving tourism and economic development.
