Government Warning and Urgent Talks
On February 25, the Philippines’ Department of Information and Communications Technology (DICT) raised concerns that Telegram’s encrypted channels were facilitating illegal activity, including:

- Fraud schemes leveraging artificial intelligence and digital currencies
- Online sexual abuse and exploitation of minors
Two days later, Telegram entered negotiations with the DICT and the Cybercrime Investigation and Coordinating Council (CICC). The discussions prevented an immediate recommendation to block the platform but underscored that a ban remains possible if compliance fails.
President Ferdinand Marcos Jr publicly supported stricter action against online harms linked to gambling and digital scams, emphasizing that privacy cannot shield criminal activity.

Under the agreement, Telegram has committed to:
- 24/7 dedicated helpdesk for Philippine authorities.
- Immediate action on verified reports of illegal content.
- Monthly transparency reports to DICT and CICC, including takedown volumes, response times, and enforcement actions.
- Zero-tolerance policy toward online sexual abuse, organized fraud, and illegal gambling.
