On April 2, 2025, the UK Gambling Commission and Ireland’s GRAI signed a Memorandum of Understanding (MOU) in Dublin.
The Gambling Commission and GRAI agreement provides a structured framework for cooperation between the two gambling regulators across shared regulatory responsibilities and enforcement matters.
This MOU aims to enhance coordination, allowing the regulators to work jointly on compliance, licensing, and cross-border gambling operator oversight.
During the signing event, both parties participated in a bilateral meeting to discuss key issues surrounding gambling enforcement and regulatory collaboration.
The agreement reflects increasing regulatory alignment between Ireland and the UK, especially regarding shared gambling operators and consistent industry standards.
GRAI confirmed that this partnership is part of a broader plan to engage with additional EU regulators in future agreements.
Anne Marie Caulfield, CEO of GRAI, praised the move as a milestone in formalizing collaboration between the UK and Irish regulators.
She thanked Andrew Rhodes and the UK Gambling Commission team for their guidance, support, and insights during months of preparation.
“Ireland and the UK share gambling operators, so this agreement boosts both countries’ ability to oversee and regulate gambling markets effectively.”
“Open communication, shared resources, and cross-jurisdictional cooperation are essential for modern gambling regulation,” Caulfield stated during the bilateral discussions.
The Gambling Commission and GRAI agreement will enhance enforcement capabilities, improve data sharing, and protect players across both jurisdictions through aligned efforts.
This development signals stronger international regulatory networks, ensuring safer gambling environments for players and improved oversight for licensed gaming operators.
