Andrew Rhodes, CEO of the UK Gambling Commission (GC), delivered the keynote address at the International Association of Gaming Regulators (IAGR) Conference on Monday, 20 October 2025. His insights offered a comprehensive view of how the Gambling Commission is shaping industry standards.

UK Market Insights from the Gambling Survey

Rhodes shared insights from the Gambling Survey for Great Britain, overseen by the GC, noting that its scale and consistent participation are unmatched globally. He highlighted that remote gambling accounts for roughly 60% of the UK market, with online casinos—particularly slots—dominating that segment, a point crucial for the Gambling Commission’s regulatory framework.

Technological Developments Transforming iGaming

Rhodes focused on emerging technologies shaping the industry both in the UK and worldwide. For instance, he explained that AI has allowed operators to create more meaningful interactions with customers. However, he cautioned against hyper-personalization, warning that excessive targeting could have unintended consequences, a situation the Gambling Commission is closely monitoring.

Additionally, Rhodes addressed cryptocurrencies. While previously considering crypto a concern for the next five years, he now urged regulators to prepare within the next 12 months for a new generation of crypto-literate consumers. He emphasized that engagement on crypto-related issues will likely require collective action rather than responses from individual regulators. The Gambling Commission will play a key role in these discussions.

Combatting the Illegal Market and Protecting Players

Rhodes also highlighted the GC’s increasing focus on enforcing compliance in the illegal market. He stressed the Commission’s core mission: protecting young and vulnerable players from exploitative operators. Moreover, he noted that keeping the legal market appealing helps prevent consumers from turning to illicit platforms, aligning with the Gambling Commission’s objectives.

Surveys conducted by the GC reveal areas of concern for modern players, including frustration with operator restrictions and a demand for faster withdrawals. Addressing these needs, Rhodes said, supports the sustainability of the regulated market.

Collaborative Approach and Final Remarks

Acknowledging the importance of international collaboration, Rhodes concluded:

“At the end of the day, what we don’t want people to do is get in such a position with their gambling that they are being distressed and having problems and that spirals into a more difficult position. That is not a sustainable place to be, but data doesn’t answer everything. We’ve got to continue to work together to understand what exactly it means, an effort the Gambling Commission champions.”
