Brazil to Launch Centralized Self-Exclusion System by End of 2025

Brazil’s Secretariat of Prizes and Betting (SPA-MF) under the Ministry of Finance is advancing its responsible gambling framework with the creation of a centralized self-exclusion system, set to launch by the end of 2025.

Dual Options for Player Control

Outlined in regulations published on November 10, the new framework introduces two forms of self-exclusion. Players can choose to block themselves from a single operator or opt for a nationwide exclusion covering all licensed betting platforms in Brazil.

By offering this dual system, the SPA-MF aims to empower individuals to manage their gambling behavior more effectively and curb the risks of problem gambling.

Responsible Gambling and Ad Restrictions

Secretary of Prizes and Betting Regis Dudena emphasized that the initiative reinforces the ministry’s goal of protecting players while promoting a sustainable betting ecosystem.

In addition to player exclusion, the centralized platform will feature a restriction on betting-related advertisements, allowing users to limit their exposure to marketing content. Dudena described this as a “major step forward” that aligns Brazil with global best practices in consumer protection.

Developed by the Federal Data Processing Service (Serpro) under SPA supervision, the system forms part of the government’s 2025–2026 Regulatory Agenda. The project also draws input from an Interministerial Working Group involving the Ministries of Finance, Health, Sports, and Social Communication (Secom).

Technical Framework and Operator Obligations

Normative Instruction No. 31 details the technical requirements for integrating the new system with the existing Betting Management System (Sigap).

Operators must connect to the centralized database within 30 days to verify the exclusion status of players and refund any remaining account balances. The short compliance window reflects the government’s determination to roll out the protections swiftly.

Additionally, licensed operators will have 90 days to introduce new player self-limit tools, covering both betting time and spending caps.

Serpro president Alexandre Amorim stated that the platform “promotes transparency, security, and social responsibility” while ensuring full compliance with Brazil’s data protection laws and principles of digital sovereignty.

Toward a Safer Betting Landscape

The new ordinance requires all licensed operators to include self-limits in their player registration process, ensuring bettors define their maximum time and expenditure limits upfront.

According to the SPA-MF, both the centralized self-exclusion system and mandatory play limits are expected to be fully operational before the end of 2025, marking a significant milestone in Brazil’s responsible gambling regulation.
