
Brazil’s Ministry of Finance Brazil has officially launched the adhesion term for the Forum for the National Systematization of Bets (Sinapo). This marks a new step toward coordinated betting regulation across the country.
The initiative enables states and the Federal District to formally join Sinapo. This national framework is designed to align regulatory approaches and strengthen oversight of lottery and betting activities.
Sinapo: A National Coordination Platform
Sinapo was established under SPA/MF Ordinance No. 227, issued on January 28, 2026, by the Secretariat of Prizes and Bets. The forum serves as a permanent platform for dialogue among federal and regional authorities. It focuses on the development and improvement of betting regulation in Brazil.
Following the ordinance, the Secretariat was required to release the adhesion term within 45 days. With its publication—alongside a representative nomination form on the SPA portal—states and the Federal District can now formally join the initiative.
How the Adhesion Process Works
Participation in Sinapo requires federative entities to sign the adhesion term and submit a nomination form. Each participating entity must appoint a primary representative and an alternate. They must also provide official contact details for coordination with the Secretariat.
This structured process ensures clear communication channels and consistent participation in Sinapo’s activities.
Strengthening Regulation and Cooperation
Sinapo aims to enhance collaboration between the Union, states, and the Federal District by promoting:
- Exchange of regulatory best practices
- Integration of data and strategic information
- Development of joint public betting policies
The initiative also focuses on improving legal certainty, increasing transparency, and reinforcing integrity within Brazil’s betting and lottery sectors, while prioritizing bettor protection and the broader economy.
Regular Meetings and Next Steps
The forum will hold technical meetings four times a year, with participants meeting in person, remotely, or in hybrid formats. Authorities will release a formal schedule once participating entities complete the adhesion process and appoint their representatives.
Building Toward a Unified System
The groundwork for Sinapo began in April 2025, when representatives from the Secretariat of Prizes and Bets met with state and Federal District officials to initiate discussions.
At the time, then-Secretary Regis Dudena emphasized the importance of cooperation in building a unified and effective regulatory system. This was particularly important in ensuring compliance with laws governing fixed-odds betting across Brazil.
