Philippines Targets Roblox Amid Child Safety and Cybercrime Concerns

The Philippine National Police (PNP) has intensified its crackdown on cybercrime linked to online gaming platforms, with a particular focus on Roblox, amid growing concerns over child exploitation and exposure to gambling-like mechanics.

Heightened Cybercrime Enforcement

In an official statement, PNP Chief General Jose Melencio Nartatez Jr directed the Anti-Cybercrime Group (ACG) to strengthen efforts against illegal activities conducted through online gaming applications. The move follows reports of misuse on platforms such as Roblox, including allegations of sexual predation, grooming, and exploitation of minors.

Authorities emphasized that protecting children in digital spaces is now a central part of modern law enforcement, with cybercrime prevention playing a key role in public safety.

The PNP is coordinating with the Department of Information and Communications Technology (DICT) and the Cybercrime Investigation and Coordinating Center (CICC) to investigate and address these concerns. Officials also noted that enforcement efforts extend beyond Roblox, with other online platforms and social media apps under active monitoring.

Concerns Over Gambling-Like Mechanics

Roblox reports more than 111 million daily active users, with approximately 40% under the age of 13. The platform’s use of randomized rewards and purchasable virtual items has drawn increasing scrutiny from regulators and researchers.

Studies and parental feedback, including research from the University of Sydney, suggest that younger users often struggle to understand in-game currency systems and random reward mechanics. Some critics have described these features as resembling “child gambling,” raising concerns about transparency and potential financial risks for minors.

Global Regulatory Context

The Philippines’ actions reflect a broader international trend of tightening oversight on digital platforms and their impact on young users. Governments worldwide are increasingly addressing concerns related to online gaming, gambling-like mechanics, and child protection.

For instance, regulators in Greece have recently taken steps to enhance protections for minors, focusing on reducing exposure to digital gambling content and strengthening platform accountability.

Outlook

As online gaming continues to grow in popularity, regulators are expected to maintain heightened scrutiny over platforms that combine social interaction with monetization features. The Philippines’ enforcement push signals a stronger commitment to safeguarding children while addressing emerging risks in the digital entertainment space.
