Hong Kong police have warned football fans that placing bets through overseas betting websites could still violate local gambling laws. This is true even if those platforms claim to be legally licensed in other jurisdictions.
The warning comes ahead of the 2026 FIFA World Cup, which begins on June 11 and is expected to drive a significant increase in betting activity across the region. Moreover, authorities have reminded residents that wagering through unauthorized channels may constitute an offense under Hong Kong’s Gambling Ordinance.
Overseas Licenses Do Not Override Local Laws
Chief Inspector Wong Yu-fai of the Organized Crime and Triad Bureau said some online gambling operators market themselves as legally licensed overseas. This may potentially create confusion among bettors.
However, Wong emphasized that individuals in Hong Kong who place bets with bookmakers outside authorized channels could still be prosecuted, regardless of where the operator is based.
The police warning follows FIFA’s announcement of its first official prediction market partnership for the World Cup. While officers did not identify the platform by name, they noted that officially affiliated prediction or betting products are typically restricted to residents of approved jurisdictions. Therefore, they are not legally available to users in Hong Kong.
Illegal Gambling Remains Enforcement Priority
Authorities highlighted ongoing enforcement efforts against illegal gambling activities, particularly during major sporting events.
Police records show that 374 serious gambling offenses were reported in 2025, resulting in 4,482 arrests. Investigators recovered more than HK$3 million (US$382,900) and seized betting records linked to wagers worth approximately HK$1.1 billion.
Although those figures represented a slight decline from 2024, when 5,341 arrests were recorded across 471 cases, officials said illegal gambling continues to pose significant challenges.
Major international tournaments have historically driven spikes in enforcement activity. During Euro 2024, police arrested 735 individuals for gambling-related offenses, while the 2022 FIFA World Cup resulted in 1,104 arrests.
Digital Platforms Create New Challenges
Police also warned residents against using virtual private networks (VPNs) or other technological tools to access offshore betting platforms.
According to authorities, the key factor in determining whether an offense has occurred is whether money has been transferred between a bettor and a bookmaker. This is true regardless of how access was obtained.
Officials noted that illegal bookmakers increasingly rely on digital channels such as websites, social media platforms, messaging applications, and mobile communications to recruit customers. They also use these channels to settle wagers.
Wong said the shift toward digital operations has complicated enforcement compared to traditional betting networks that relied on face-to-face interactions. However, he stressed that law enforcement agencies continue to develop the capabilities needed to investigate and disrupt such activities.
Concerns Over Organized Crime and Youth Gambling
Police further warned that some illegal gambling operations are believed to be linked to organized crime groups, including triad organizations.
Authorities said individuals who accumulate gambling debts may become vulnerable to criminal exploitation. This includes pressure to provide access to bank accounts or participate in other unlawful activities.
The issue has also raised concerns about gambling among younger people. Police clinical psychologist Woo Chin-pang warned that excessive gambling can lead to serious financial and mental health consequences. This includes depression, psychological disorders, and, in severe cases, suicide attempts.
As part of the awareness campaign, police highlighted the case of a 24-year-old former gambler who accumulated approximately HK$160,000 in debt despite earning a monthly salary of between HK$18,000 and HK$19,000. According to the individual, promotional incentives offered by offshore betting sites encouraged increasingly frequent and larger wagers over time.
Authorities Urge Caution During World Cup
With the World Cup expected to attract millions of viewers worldwide, Hong Kong authorities are urging residents to remain aware of the legal and financial risks associated with unauthorized betting platforms.
Police warned that major sporting events can make it easier for individuals to lose control of their gambling habits. They also emphasized the importance of using only authorized channels while avoiding illegal operators that may expose users to both legal consequences and criminal activity.
As tournament excitement builds, enforcement agencies say they will continue monitoring illegal gambling activity. They will also educate the public about the risks associated with offshore betting sites.
