
Brazil’s Ministry of Finance has published more than 2,000 pages of documents detailing how authorities assessed and authorised betting operators to enter the country’s regulated fixed-odds betting market.
The ministry announced on August 13 that it had made 2,240 pages across 582 documents publicly available, covering the authorisation process for 85 companies. The release began on August 12 as part of the Secretariat of Prizes and Betting’s (SPA) active transparency policy.
Documents Detail Operator Authorisation Process
The first release provides detailed information on the technical assessments carried out during the authorisation process. These documents cover several areas, including legal and corporate eligibility, the suitability of controlling shareholders and administrators, the origin of funds and applicants’ financial capacity.
They also include records confirming payment of the required concession fee and final reports explaining the basis for each authorisation.
By publishing these materials, the Ministry of Finance aims to give the public greater insight into how the SPA evaluated applicants and applied its regulatory criteria.
Brazil Expands Transparency Around Betting Regulation
The documents are available through the Ministry of Finance’s dedicated active transparency portal for betting authorisation processes. The portal also provides access to the list of authorised operators and the corresponding administrative proceedings.
The publication will take place in multiple phases, with authorities planning to release additional documents as they complete the necessary reviews.
However, the ministry must first ensure that the published material complies with Brazil’s General Data Protection Law (LGPD). Therefore, authorities will remove or anonymise personal data, legally protected information and other restricted material before making further documents public.
SPA Provides Greater Visibility Into Licensing Decisions
The SPA said the initiative will provide greater visibility into the government’s assessment of betting operators and the decisions behind the granting of authorisations.
The disclosure is particularly significant as Brazil continues to develop its regulated betting market. By making the underlying administrative records available, the government can provide stakeholders with a clearer view of the requirements operators must meet to obtain approval.
Moreover, the documents allow the public to examine not only the final authorisation decisions but also the administrative stages and technical analyses that supported them.
More Than 25,000 Documents Expected
The latest release follows a commitment made by Finance Minister Dario Durigan in June to increase transparency around Brazil’s betting authorisation process.
At the time, the ministry said it planned to eventually publish more than 25,000 documents from completed licensing proceedings. The current release therefore represents the first stage of a much larger disclosure initiative.
As Brazil continues to strengthen its regulated betting framework, the publication of these records could provide operators, regulators and other stakeholders with a clearer understanding of the country’s licensing standards and regulatory decision-making process.
