
Brazil’s National Council for Advertising Self-Regulation (CONAR) has approved new rules for betting advertising, strengthening compliance requirements across the sector. The updated framework focuses on consumer protection, responsible gambling and safeguards for children and other vulnerable groups.
New Rules Expand Advertising Oversight
Approved by CONAR’s Content Council on 27 August, the new Self-Regulation Framework for Betting Advertising was developed by its Betting Working Group (GT Apostas). The group created the framework with input from industry stakeholders and relevant authorities.
The revised Annex “X” expands guidance on illegal betting operators, influencers, affiliates, responsible gambling and advertising aimed exclusively at adults. In particular, CONAR will strengthen measures to identify, prevent and discourage advertising that promotes illegal betting websites.
The framework also incorporates lessons from previous decisions by CONAR’s Ethics Council. These decisions followed consumer complaints under the previous version of Annex “X”.
Stricter Requirements for Influencers
Influencer and affiliate marketing will face additional oversight. CONAR plans to introduce an accreditation programme for influencers involved in betting campaigns. Moreover, their advertising content will also be subject to closer monitoring.
Mandatory responsible gambling warnings will receive greater prominence. This change will occur in line with requirements established by Ordinance No. 1,964/2026 from Brazil’s Secretariat of Prizes and Betting under the Ministry of Finance.
Greater Protection for Minors
Child and adolescent protection is another major focus. CONAR has developed a dedicated checklist designed to reduce young people’s exposure to betting advertisements.
The guidance addresses imagery and design elements that may appeal to children, including humanised animals. Such elements are recommended only within operators’ own services alongside age-selection or age-gating mechanisms.
The full updated Annex “X”, together with the advertising framework and child-protection checklist, is scheduled for publication on 28 August.
The changes mark another step in Brazil’s evolving betting advertising framework. This is particularly important as influencer marketing and responsible gambling remain key regulatory priorities.
