Buenos Aires Province has introduced a 2% contribution on prizes from online immediate-resolution games, including virtual slots. The government expects the measure to generate between ARS35 billion and ARS40 billion per month.
The contribution was established through Resolution 1149/2026 of the Provincial Institute of Lotteries and Casinos, signed on September 1. Collection began on September 8 and applies to the province’s seven licensed online gambling platforms.
2% Contribution Applies to Immediate-Resolution Games
The measure covers prizes generated through successive bets on games where outcomes are determined immediately. Sports betting is excluded from the contribution.
The seven licensed platforms covered by the measure are Bet365, Betano, Betsson, BetWarrior, BPlay, Sportsbet and Stake.
The contribution is not a newly created tax. Article 137 of Buenos Aires Province’s Law 15.079, enacted in December 2018, already established a contribution ranging from 1% to 3% on prizes from successive bets on immediate-resolution games.
Resolution 1149/2026 sets the applicable rate at 2% for the online games now covered.
Operators Required to Withhold Payments
Under the framework, players are considered the taxpayers, while licensed operators act as substitute withholding agents.
Operators must submit weekly sworn declarations detailing prizes subject to the contribution. They must also deposit the withheld amounts on a monthly basis.
The province will initially distribute the revenue to its municipalities under the applicable coparticipation formula. It will direct the remaining funds to the Fondo de Progreso e Inclusión Social (FOPIS) to support health, education and social-development programmes.
The government also said part of the additional revenue would support policies addressing problem gambling, particularly among adolescents.
Province Strengthens Illegal Gambling Enforcement
Buenos Aires Minister Carlos Bianco said the measure could generate between ARS35 billion and ARS40 billion in additional monthly revenue. He described it as the implementation of a contribution already established under provincial law.
At the same time, authorities are increasing action against illegal online gambling. The province has filed more than 800 complaints against unlicensed platforms. The latest enforcement action resulted in the blocking of 537 unauthorised gambling websites.
Buenos Aires has also implemented biometric identification requirements for users accessing licensed online gambling platforms.
The latest contribution therefore forms part of a broader regulatory approach. This strategy combines tax collection, player identification, responsible gambling measures and enforcement against unlicensed operators in the province’s regulated online gambling market.
