
Singapore’s Gambling Regulatory Authority (GRA) has introduced a whitelist of approved casino marketing phrases and streamlined applications for lower-risk advertising and promotional activities.
The changes form part of 40 projects implemented during FY2025 that collectively saved more than 2,600 staff hours. GRA said the measures aim to improve efficiency while maintaining regulatory oversight.
GRA Simplifies Marketing Reviews
The regulator introduced approved marketing liners that casino operators can use without going through the same level of review as higher-risk campaigns.
GRA also adopted a streamlined process for lower-risk advertising and promotion applications. The approach allows the regulator to focus more resources on activities that present greater regulatory risks.
The annual report also highlighted new tourism-related licence conditions for casino operators and a review of the simulated gaming regime aimed at simplifying regulatory requirements.
GRA Expands Use of AI
GRA Chief Executive Daniel Tan said the regulator has expanded its use of Microsoft Copilot and other digital tools under its AI Masterplan.
The authority deployed AI tools to help officers access corporate resources, including financial regulations, and identify anomalies during audit log reviews. GRA also encouraged staff to identify practical applications for AI while continuing to develop their regulatory expertise.
Tan added that Marina Bay Sands and Singapore Pools received licence renewals after assessments confirmed that both operators continued to meet regulatory requirements.
Casino Licence Income Rises
GRA recorded SG$66.54 million ($52 million) in casino licence fee income for the financial year ended March 31, 2026, up 34.6% from SG$49.42 million ($38.6 million) a year earlier.
The regulator reported an annual surplus of SG$8.48 million ($6.6 million), compared with a SG$5.80 million ($4.5 million) deficit in the previous financial year.
Meanwhile, the number of Singapore citizens and permanent residents visiting casinos declined from about 94,000 in 2024 to 91,000 in 2025. Their share of the adult population fell from 2.8% to 2.7%.
Annual casino entry levy holders remained stable at around 6,700, while GRA said casino-related crime remained low.
