
A New Chapter in Economic Growth
Timor-Leste has taken a major step into the global iGaming market by issuing its first offshore gaming license to Golden River Universe Lda (GRU). This development aligns with the country’s strategic goals to diversify its economy and strengthen its digital sector.
Government and GRU Join Forces
Vice Prime Minister Francisco Kalbuadi Lay, who also serves as Minister Coordinator for Economic Affairs, officially signed the concession. The agreement follows months of collaboration between the government and the Inspectorate General of Gaming (IGJ) to develop a regulatory framework that meets international standards.
By securing this license, GRU becomes the first operator authorized to launch offshore gaming activities from Timor-Leste.
GRU’s Vision for National Impact
“This is more than just a license,” said GRU CEO Datuk Harry Ng. “It’s a platform for national growth and a signal that Timor-Leste is ready to engage with the global digital economy.”
GRU has committed to operating under the IGJ’s oversight, focusing on responsible governance, digital transparency, and compliance. This initiative is expected to spur investment, generate skilled jobs, and contribute to the country’s evolving tourism and service industries.
TOGOS Hub: Building a New Industry
GRU will also develop the TOGOS Hub in partnership with the State Government of Oecusse. This centralized offshore gaming operations center aims to bring new infrastructure, attract foreign capital, and create employment opportunities in Timor-Leste.
GDLotto Relocates Key Operations
To further support this expansion, GRU’s parent company Grand Dragon Lotaria (GDLotto) is relocating its R&D and customer service divisions from Cambodia and the Philippines to Timor-Leste. GDLotto, which holds gaming licenses in Cambodia, Nigeria, and other jurisdictions, sees this move as a testament to Timor-Leste’s readiness to host international gaming operations.
