
Baguio City is preparing stricter controls on gambling advertising. Local authorities seek to reduce public exposure to gambling promotions and strengthen efforts against illegal gambling activities.
According to local officials, the proposed ordinance would restrict gambling-related advertising and introduce new measures. These measures would encourage public reporting of suspected illegal gambling websites, mobile applications, and social media accounts.
Digital Reporting System Proposed
The ordinance includes plans for a digital reporting system that would allow residents to report suspected illegal gambling activities directly to local authorities.
Reports would be shared with relevant government agencies, including the Philippine Amusement and Gaming Corporation (PAGCOR). This aims to support enforcement against unauthorized gambling operations.
The proposal passed its second reading before the city council on June 22. It is expected to undergo further discussion before a final vote.
Advertising and Sponsorship Restrictions
If approved, gambling advertisements would only be permitted inside licensed gaming establishments and prohibited from public spaces throughout the city.
The proposal would also prevent gambling operators from sponsoring educational, sports, cultural, religious, artistic, tourism, and city government events. This would further limit the visibility of gambling brands within the community.
Stronger Responsible Gaming Measures
In addition to advertising restrictions, the ordinance would require licensed gaming venues to implement enhanced responsible gaming measures.
These include player registration systems, self-exclusion options, and betting limits designed to reduce excessive gambling and strengthen consumer protection.
The proposal follows growing public concern over the rise of online gambling in the Philippines. However, questions remain over how the local ordinance would interact with national regulations. These include whether local governments can impose additional requirements beyond those established by PAGCOR.
