
Brazil’s Prizes and Betting Secretariat (SPA-MF) has signed a cooperation agreement with the National Advertising Self-Regulation Council (Conar) to strengthen oversight of gambling advertisements. The partnership creates a direct communication channel between SPA-MF and Conar, allowing both agencies to monitor and combat irregular advertising in Brazil’s fixed-odds betting market.
Protecting Children and Tackling Illegal Ads
The collaboration prioritizes protecting children and adolescents from gambling exposure while addressing illegal advertising campaigns across Brazil’s regulated sports betting sector. The SPA-Conar alliance introduces improved monitoring methods, data-sharing systems, and public education initiatives aimed at preventing harmful marketing practices.
SPA Secretary Regis Dudena emphasized the stakes:
“Advertising plays a central role in how society views and accesses betting. We cannot allow messages from illegal agents, or those that mislead or encourage harmful practices, especially when they reach vulnerable groups such as children and adolescents.”
Building on Previous Enforcement Measures
The partnership follows SPA’s April agreement with Integrity Compliance 360, which targeted fraudulent sports betting activity. Together, these initiatives form part of Brazil’s expanding regulatory toolkit.
Conar President Sergio Pompilio called the new partnership “a significant milestone,” stressing that a combined model of regulation and self-regulation is essential for modern markets. He argued this approach is particularly critical in high-impact sectors such as betting.
A Broader Regulatory Push
Brazil has also introduced complementary safeguards. Last week, the government barred social benefit recipients from funding online gambling accounts, while the National Telecommunications Agency blocked 18,000 domains linked to unlicensed operators.
Pompilio added:
“We are confident this partnership will further strengthen our commitment to socially responsible advertising and contribute to a future of responsible and sustainable innovation.”
With enhanced oversight, Brazil aims to protect vulnerable groups, safeguard market integrity, and shape a regulated online gambling industry capable of sustainable growth.
