Brazil has advanced its national strategy to combat match-fixing following the conclusion of the II National Technical Meeting on Combating the Manipulation of Sports Results. The event brought together representatives from the Ministries of Finance, Sports, and Justice and Public Security. In addition, law enforcement agencies, regulators, sports bodies, betting operators, and integrity service providers attended. The aim was to strengthen coordinated action against illegal activity linked to sports betting.
Institutional Cooperation Translates Into Policy Progress
The meeting highlighted measurable progress achieved under the working group established through Interministerial Ordinance No. 1/2025. A key outcome of this collaboration is the creation of the National Policy for the Prevention and Combating of Sports Manipulation, formalised under Interministerial Ordinance No. 1/2026. The policy establishes a structured framework. It is aimed at preventing, detecting, and addressing manipulation risks across Brazilian sports.
Authorities also noted the development of an automated analytical system by the Brazilian Federal Police. This system is designed to identify suspicious betting activity patterns and support more effective data-driven investigations.
New Tools and Training to Support Enforcement Capacity
In addition to policy development, Brazil has expanded its operational toolkit. The updated National Manual for Combating Sports Manipulation—now in its second edition—provides standardized procedures for investigations and enforcement actions. These procedures apply across institutions involved in integrity protection.
Capacity building has also become a central focus. The National Police Academy has launched its first distance-learning course dedicated specifically to preventing and suppressing match-fixing. This course aims to strengthen technical expertise among enforcement personnel.
Strengthening Long-Term Coordination Across Sectors
Authorities emphasized that sustained intersectoral collaboration is essential to maintaining sports integrity in an expanding betting environment. According to Daniele Cardoso, Secretary of Prizes and Betting at Brazil’s Ministry of Finance, the creation of formal working groups through interministerial ordinances ensures continuity. In addition, it embeds anti-manipulation efforts within long-term public policy.
The initiative brings together multiple institutions, including the UNODC, the Federal Police, and the Ministry of Justice. This collaboration reinforces a multi-agency approach to tackling integrity risks.
Ongoing Efforts to Address Evolving Betting Risks
As Brazil’s regulated betting market continues to develop, authorities acknowledge that risks related to match-fixing and sports manipulation are becoming more complex. In response, the country is expanding intelligence-sharing mechanisms. It is also increasing technical meetings and strengthening cooperation with international integrity bodies.
These combined measures aim to build a permanent national framework capable of detecting, preventing, and responding to suspicious activities. This approach ensures greater protection for the integrity of Brazilian sports as the betting ecosystem continues to grow.
