
The Province of Buenos Aires has approved new regulations allowing horse racing agencies to register online bettors via licensed digital platforms. This marks a significant step in the integration of land-based betting with the regulated online gaming market.
The measure, issued by the Provincial Institute of Lotteries and Casinos of Buenos Aires (IPLyC), responds to long-standing demands from the sector. It represents a structural shift in how traditional betting channels interact with online gaming.
Under the new framework, horse racing agencies across the province may enter adhesion agreements with licensed online gaming operators, either directly or through the Cámara Argentina de Agencias de Turf (CAAT). Through these agreements, agencies can register customers as online bettors on authorised platforms. As a result, they are formally allowed to participate in the province’s regulated digital gaming ecosystem.
Hybrid physical–digital betting model
For the first time, agencies may establish dedicated areas within their premises to support online registration and digital betting activity. These areas may occupy up to 40% of the agency’s total floor space. They are intended to facilitate player onboarding and platform support while preserving in-person service.
Agencies may also provide the necessary technological tools to help customers access approved platforms. This reinforces a hybrid model that combines physical presence with digital engagement.
IPLyC will retain oversight of branding, advertising, and communications related to online gaming within horse racing agencies. The regulator will define guidelines governing how licensed operators present their products in these venues. This ensures consistency, transparency, and responsible messaging across the province.
Supporting sustainability in the racing sector
The regulator described the move as part of a broader effort to modernise the horse racing agency network. In doing so, it aims to improve the sector’s long-term sustainability. Moreover, by expanding their operational scope, agencies can diversify revenue streams and adapt to changing consumer behavior as online betting continues to grow.
The decision also addresses financial pressures highlighted by CAAT. The association has repeatedly called for updated business models to counter declining revenues and reduced footfall. Since 2024, CAAT has stressed the need for digital integration. This is to attract younger bettors and stabilise the sector.
A strategic shift in Buenos Aires’ gaming landscape
By formally linking horse racing agencies to the regulated online gaming framework, Buenos Aires is repositioning legacy betting institutions. This is within an increasingly omnichannel market. The move strengthens regulatory alignment and enables traditional operators to remain competitive in a rapidly evolving industry.
While the long-term impact will depend on effective implementation and continued regulatory oversight, the decision marks a clear milestone. It signifies the province’s approach to gaming modernisation and digital integration.
