
Cebu City has officially prohibited all billboards, digital displays, and online advertisements promoting gambling. The City Council approved the measure during a session on Wednesday. Their aim is to curb the influence of gambling promotions across the city.
Scope of the Ban
The ban covers physical billboards, posters, LED screens, online and digital ads, sponsored events, and other promotional activities by gambling operators. City officials argue that such advertising normalizes gambling behavior. This contributes to financial hardship, addiction, and broader social issues.
Rationale Behind the Measure
According to the City Council resolution, evidence shows that gambling advertisements significantly increase gambling participation, particularly online. Officials highlighted that digital media, social networks, and community-sponsored events have amplified access and exposure. This has led to a surge in online gambling activity.
Enforcement and Coordination
Enforcement will involve a coordinated effort between the police, the Legal Office, the Business Process and Licensing Office, and other relevant departments. This initiative follows a July 2025 resolution. That resolution directed government offices to block access to online gambling sites and VPN applications on public networks.
Part of a Nationwide Effort
Cebu City joins other regions in the Philippines taking steps to protect citizens from gambling-related harm. Earlier this month, Pasig City enacted a similar ban in response to rising cases of gambling addiction and financial distress.
