Hong Kong Proposes 50% Tax on Net Basketball Betting Turnover

The Hong Kong government has proposed a new framework to regulate basketball betting, including a 50% tax on net betting turnover. The move follows strong public backing.

A recent consultation received 1,063 submissions. Of those, 94% supported or gave positive feedback. The Home and Youth Affairs Bureau reported these findings to the Legislative Council on June 5.

New Law and Tax Structure

The government plans to amend the Betting Duty Ordinance to allow basketball betting under a licensed system. The Secretary for Home and Youth Affairs would have the power to issue a betting license to a designated operator.

License conditions would focus on reducing gambling harm, especially among young people. As with football betting, the framework would apply a 50% tax on net turnover (total bets minus payouts).

Targeting Illegal Gambling

Supporters believe regulation will help fight illegal gambling. Many called on the government to speed up the process. They argued that legal oversight would reduce criminal revenue and improve public order.

Respondents also recommended limiting the license to a single operator, such as the Hong Kong Jockey Club, to avoid market saturation and prevent excessive gambling promotion.

Youth Safety Remains a Concern

Around 3.4% of responses expressed concerns about youth exposure. Critics warned that basketball betting appeals to younger audiences. They feared regulation could normalize gambling and fuel addiction.

To address this, the license will include protective conditions. These aim to shield minors and reduce harm across the broader population.

Government’s Four-Step Plan

Speaking on June 5, Secretary Alice Mak outlined the government’s four-pronged approach:

  1. Strengthen law enforcement
  2. Launch public education campaigns
  3. Open new counseling centers under the Ping Wo Fund
  4. Introduce legal betting where illegal gambling thrives

Mak stressed that education is key. The goal is to prevent gambling harm through awareness and early intervention.

Next Steps

The government will present the proposal to the Legislative Council in the coming weeks. If approved, the new system could launch soon, reshaping basketball betting in Hong Kong.
