India may soon shut down real money online gaming entirely under a newly proposed bill. According to Reuters, the draft legislation seeks to eliminate money-based play in online games across the country.
The IT ministry drafted the 13-page bill, though it has not yet been released publicly. It proposes strict penalties for violations—up to three years in jail and hefty fines.
This move marks the latest step in India’s broader crackdown on gambling. Earlier measures included a proposed 40% “sin tax” on gambling activities.
The draft bill highlights the dangers of money-based gaming, stating: “Such games often use manipulative design features, addictive algorithms […] while promoting compulsive behavior leading to financial ruin.”
The Indian real money gaming market is worth an estimated $3.6 billion, according to cited research. The legislation defines online money games as those requiring a user to deposit funds with the expectation of monetary or material gain.
Entitled the Promotion and Regulation of Online Gaming Bill 2025, the proposal clearly prohibits individuals from offering, aiding, abetting, or engaging in real money gaming or related services.
If passed, the bill would mark a sweeping ban on real money online gaming in India, reshaping the country’s fast-growing digital entertainment industry.
