
New Licensing Framework Takes Shape
The Gambling Regulatory Authority of Ireland (GRAI) has released detailed licensing guidelines as it gears up to accept applications later this year.
Published on the GRAI website, the guidelines outline the application process, required documents, and proposed fees. Applicants must submit a 28-day Notice of Intention so the regulator knows an application is coming.
B2C Operators First in Line
While GRAI has not confirmed a precise launch date for the new licensing system, it remains confident it will go live “later this year.”
Initially, the licensing wave will focus on B2C operators with land-based or online platforms. Applications for B2B businesses, charitable operators, or philanthropic gambling models will follow at a later stage.
Current Licensing Still in Effect
Until the new framework is in place, operators should continue to apply for or renew licences under the existing system managed by the Revenue Commissioners under the Betting Act 1931 and the Gaming and Lotteries Act 1956.
Lottery licences will remain under the jurisdiction of the District Courts and An Garda Síochána until the new system is operational.
Further Guidance for Testing Labs Coming
GRAI also plans to release information “soon” for certification laboratories that wish to test and verify gambling products.
Meanwhile, the authority has been active internationally, signing its third Memorandum of Understanding with European jurisdictions this summer to boost regulatory cooperation and oversight.
