
Regulator Finds Widespread Compliance Failures
The Isle of Man Gambling Supervision Commission (GSC) has fined Celton Manx £3.9 million ($5.32 million) and revoked its licence after uncovering multiple anti-money laundering (AML) failures.
GSC inspectors began their investigation in October 2024. During the probe, they discovered serious weaknesses in Celton Manx’s compliance systems. Specifically, the company lacked proper customer monitoring under its Network Services Model, failed to conduct sufficient enhanced due diligence, overlooked thorough identity checks, and kept inadequate records.
These problems, the GSC stressed, were not isolated incidents. Instead, they reflected systemic shortcomings that created significant risks for the island’s gambling industry.
Celton Manx Accepts Responsibility
On 29 May 2025, the GSC revoked Celton Manx’s licence. Initially, the fine stood at £5.6 million, but the regulator reduced it by 30% to £3.9 million because the company accepted responsibility and cooperated fully.
Moreover, the GSC praised Celton Manx for acknowledging its governance and operational issues early. The company entered settlement discussions without delay and worked quickly to implement necessary changes.
In a statement, the GSC explained:
“Celton Manx admitted to serious shortcomings in its operations and governance. It collaborated with the Commission to resolve these matters swiftly.”
Therefore, the regulator believes the penalty accurately reflects the severity of the failures and the risks posed to the industry.
GSC Strengthens Oversight Amid Leadership Changes
Meanwhile, the GSC has been undergoing significant leadership changes. Since January, the Commission has appointed a new Chief Executive Officer, Mark Rutherford, a Deputy CEO in April, and a new Chairman in May.
Furthermore, the regulator announced enhancements to its information-sharing framework in May. These improvements aim to boost oversight and prevent similar compliance gaps in the future.
Altogether, the case underscores the GSC’s determination to uphold strict regulatory standards and protect the integrity of the Isle of Man’s gaming sector.
