PAGCOR Vows to Comply with Future Online Gaming Laws

Lawmakers Push for Total Online Gambling Ban

Amid growing calls for a nationwide ban on online gambling, the Philippine Amusement and Gaming Corporation (PAGCOR) has pledged to abide by any laws enacted by the country’s leadership. In a statement on Friday, PAGCOR confirmed:

“PAGCOR is duty-bound to follow any and all relevant regulations once they are passed by Congress and signed into law by the President.”

The agency added that it recognizes the lawmakers’ authority to propose measures they believe will serve the public good.

Currently, Philippine Offshore Gaming Operators (POGOs) have already been outlawed. However, several members of Congress are now advocating for a blanket prohibition on all online gambling activities. This includes Philippine Inland Gaming Operators (PIGOs). These operators experienced significant growth during the pandemic as players turned to digital platforms while in-person venues faced restrictions.

Online Gaming’s Economic Impact

Despite the mounting political pressure, PAGCOR’s Chairman has highlighted the vital role online gaming plays in the country’s economy. Notably, electronic games and e-bingo contributed more than half of all gaming revenues in the first quarter of 2025.

Nevertheless, former Senate President Juan Miguel Zubiri recently announced he filed the “Anti-Online Gambling Act of 2025.” He argued that any form of online gambling poses a risk to society. His proposed bill seeks to ban online betting platforms, apps, and websites that allow digital wagers. Additionally, it requires Internet Service Providers (ISPs) to block gambling websites or apps upon notice from either the Department of Justice or PAGCOR. Noncompliance with this requirement would result in fines or potential license revocation.

This legislation is just the latest in a series of efforts aimed at dismantling the online gaming industry in the Philippines.

Operators Respond to Legislative Threats

Meanwhile, online gaming operators like DigiPlus Interactive Corp. have already felt the effects of the debate. The company’s stock price has dropped sharply amid the uncertainty.

On Thursday, DigiPlus addressed the situation in a statement:

“We highlight that the bills are still in the early stages of the legislative process and have not been enacted into law.”

The company assured stakeholders that it remains fully operational and dedicated to serving customers and shareholders. DigiPlus emphasized its confidence in the long-term growth of its business despite the ongoing legislative challenges.
