Anwar responded to questions from Fong Kui Lun (PH-Bukit Bintang) about whether anti-gambling measures were helping close revenue gaps. While enforcement actions have generated significant asset seizures, the Prime Minister emphasized that the crackdown is primarily aimed at safeguarding public finances and enforcing the law. It is not simply about supplementing revenue.
Challenges from Online and Overseas Operators
The Prime Minister acknowledged the complexities of combating illegal gambling, particularly from overseas-based operators. These groups often use advanced electronic systems to launch, shut down, or relocate platforms quickly. This makes enforcement a moving target. Anwar stressed the need for authorities to remain adaptive. They must track changing payment methods, promotions, and digital platforms to stay ahead of operators.
Public Awareness Key to Success
Alongside enforcement, Anwar underscored the importance of public accountability. By educating Malaysians on what constitutes illegal gambling and encouraging them to report suspicious activity, the government aims to limit the customer base of illicit operators. This dual approach—raids plus education—is considered essential for long-term success.

Illegal gambling is framed not only as a law enforcement issue but also as a threat to economic stability and social welfare. While billions have been seized, Anwar stressed that the fight is ongoing. This is especially true as technology and cross-border operators continue to challenge existing regulations.
“Illegal gambling is bad for the economy and social stability,” Anwar said. “We will continue to press the fight, combining enforcement, court action, and public awareness to protect our society.”
