Thailand Tightens Export Rules to Stop Cambodia Scam Rebuilds

Thailand’s cabinet approved updated regulations on export-controlled goods along its eastern border to prevent criminals from using materials to rebuild properties linked to cyber-scam operations in Cambodia.

Expanded Oversight on Construction Materials

Acting Defence Minister Gen Nattaphon Narkphanit said the revised measures will strengthen monitoring of items such as cement and steel, ensuring authorities can prevent their diversion to repair buildings associated with scam networks operating along the Thai–Cambodian border.

The new rules modernize and standardize enforcement, building on prior controls along the Thailand–Myanmar border. Gen Nattaphon emphasized the need for “consistency in the control of goods that criminal networks could exploit.”

Cyber-Scam Hotspots Along the Border

Authorities have focused on O’Smach town and Poipet in Banteay Meanchey province, where they uncovered organized fraud operations. Investigators found scam scripts, target lists, and facilities impersonating foreign law enforcement agencies. Cambodian and Thai authorities also rescued foreign nationals from these sites.

Authorities have accelerated the crackdown following the arrest of alleged scam kingpin Chen Zhi, who China has received through extradition. Cambodia has set a nationwide deadline of the end of April 2026 to shut down all remaining scam hubs.

Coordinated Regional Response

The updated export controls in Thailand support a broader regional strategy to combat transnational cybercrime, helping authorities prevent construction and industrial goods from being misused to rebuild or sustain fraudulent operations across the border.

“This update strengthens our oversight and prevents criminal networks from exploiting legitimate trade,” said Gen Nattaphon.

By tightening regulations, Thailand and Cambodia aim to dismantle cyber-scam infrastructure, protect regional security, and deter cross-border fraud activities.
