
New Accreditation Requirements Announced
On April 30, 2025, PAGCOR’s Electronic Gaming Licensing Department (EGLD) introduced a new regulatory framework that mandates accreditation for third-party firms supporting eGaming and iGaming operations. These include payment processors, content suppliers, KYC providers, and customer support services. Rather than operating without oversight, these companies must now meet clear application procedures and compliance conditions.
Redefining Industry Roles
PAGCOR is also reclassifying Gaming System Service Providers under the new title of Gaming System Administrators. This aims to clarify roles and ensure consistency across the B2B ecosystem. Legal expert Tonet Quiogue of Arden Consult highlighted the urgency for companies to align with the new standards, urging early action to avoid disruptions.
New Financial and Legal Obligations
The framework introduces new financial requirements, including non-refundable application fees and performance cash deposits. While initial figures appear in PAGCOR’s memo, final costs will be detailed in the upcoming full guidelines.

Although the changes will require more resources and planning from service providers, they signal PAGCOR’s commitment to building a transparent, reputable, and investor-friendly gaming environment.
