PAGCOR Warns of Fake Licenses Linked to Lucky 7 Bingo

The Philippine Amusement and Gaming Corporation (PAGCOR) has warned the public about fake gaming licenses. These are falsely associated with Lucky 7 Bingo Corporation, an officially licensed e-Games operator.

On Monday, PAGCOR reported that Lucky 7 Bingo Corporation had entered into questionable contract agreements with individuals. They promised potential earnings of PHP50,000 ($900) through the “Lucky 7 Bet Lottery Platform.” These agreements required an upfront deposit of PHP3,000 ($54).

PAGCOR’s Offshore Gaming and Licensing Department clarified that Lucky 7 Bingo Corporation holds a valid license for e-Games venue operations until April 30, 2025. However, the company does not have any offshore gaming license. The department also stressed that all offshore gaming operations officially ceased in the Philippines on December 31, 2024.

“The license mentioned in these agreements is fake,” said a PAGCOR official. “Any engagement based on it is entirely fraudulent.”

Jessa Fernandez of PAGCOR advised the public to stay vigilant. She emphasized the importance of verifying the legitimacy of PAGCOR-accredited entities before making payments or signing agreements.

While Lucky 7 Bingo Corporation registered as a PAGCOR-supervised entity with the Anti-Money Laundering Council in 2023, it never obtained a Philippine Offshore Gaming Operator (POGO) license that year.

The company remains listed only as a licensed e-Games operator in PAGCOR’s April 30, 2025 registry.
