PCSO Achieves World Lottery Association Level 3 Accreditation

The Philippine Charity Sweepstakes Office (PCSO) has reached a major milestone, earning Level 3 Accreditation from the World Lottery Association (WLA) for its Responsible Gaming Framework. Awarded in January 2026, this is the highest level of recognition for player protection, governance, and operational integrity.

Responsible Gaming Embedded in Daily Operations

PCSO advanced from Level 2 to Level 3, demonstrating that responsible gaming is fully integrated into its budgets, planning, and daily operations. All lottery games now receive dedicated resources to ensure player safety and fair play. In addition, each draw also holds ISO certification, guaranteeing consistent processes and transparency that align with global standards.

Standing Among Global Lottery Leaders

The WLA accredits over 150 state-run lotteries across 80 countries. With Level 3 status, PCSO joins global peers in the United States, Italy, France, Brazil, and Argentina. This status positions the Philippines among leading lottery markets.

Local Recognition and Social Impact

PCSO also earned the top GOCC (Government-Owned and Controlled Corporation) rank locally in December 2025, achieving a score of 100.63% for 2024. The evaluation considered transparency, revenue performance, and social programs such as medical aid, disaster relief, equipment donations, and patient transport. In addition, partnerships with NGOs have helped extend the reach of these initiatives.

Building Player Trust and Integrity

The Level 3 accreditation demonstrates that PCSO actively supports player safety and ethical operations, not just in policy but in practice. ISO-certified draws, strict governance, and integrated responsible gaming measures reinforce confidence among players and the public.

General Manager Melquiades Robles highlighted that these achievements combine public service with world-class operational standards. As a result, PCSO sets a model as a lottery operator both locally and internationally.
