
Rio de Janeiro has become the first Brazilian state capital to ban sports betting advertisements in public spaces. This development comes as Brazil introduces stricter nationwide rules governing gambling marketing.
Under Decree No. 58,274, published in the city’s official gazette, betting advertisements are now prohibited on street furniture, at city-sponsored events, and in any advertising space requiring municipal approval. The policy took effect after a betting billboard outside Rio’s Siqueira Campos Metro station was replaced with a city notice. That notice warned about the risks of gambling addiction, debt, and financial instability.
Federal Rules Tighten Advertising Standards
The municipal ban comes days after Brazil’s federal government introduced new restrictions on gambling advertising.
Interministerial Ordinance No. 73 prohibits licensed operators from promoting betting as a way to earn income or solve financial problems. Additionally, they may not encourage immediate wagering through live sports analysis.
Meanwhile, Finance Ministry Ordinance No. 1,964, effective July 17, requires all betting advertisements to display standardized responsible gambling warnings. These must include statements that betting is not an investment and can result in financial losses.
Authorities Expand Investigations
Brazilian regulators are also increasing scrutiny of gambling promotions during sports broadcasts.
The National Consumer Secretariat (Senacon) has opened investigations into betting advertisements aired during FIFA World Cup coverage. At the same time, advertising watchdog Conar has launched proceedings against campaigns that promoted live betting during matches.
The Finance Ministry’s Secretariat of Prizes and Bets has also requested explanations from betting operators and media companies over advertising practices suspected of breaching current regulations.
Industry Faces Broader Compliance Obligations
Legal experts say the new rules extend compliance responsibilities beyond betting operators. Now influencers, content creators, digital platforms, and media companies involved in gambling promotions are also responsible.
The regulations also prohibit betting strategies, forecasts, and live sports analysis intended to encourage viewers to place wagers during ongoing matches.
While legal specialists view the measures as an important step toward responsible gambling, they note that the effectiveness of the new framework will depend on consistent enforcement across both local and federal levels.
