Ukraine’s PlayCity Launches Digital Tool to Report Illegal Gambling Ads

Ukraine’s gambling regulator, PlayCity, has launched a new digital platform that allows citizens to quickly report illegal gambling advertisements through its official website. The initiative is part of the regulator’s broader strategy to modernize enforcement processes and strengthen oversight of unlawful gambling promotion across digital and traditional media channels.

Simplified Reporting Across Multiple Media Channels

The new system streamlines the complaint process by eliminating paperwork and making submissions more accessible. Users can report suspected illegal gambling ads appearing on:

  • Social media platforms
  • Websites
  • Television
  • Radio
  • Outdoor advertising
  • Other promotional channels

Complainants can upload links, screenshots, or video evidence directly through an online form. Furthermore, automatic case tracking and email notifications are provided throughout the review process.

Immediate Preservation of Temporary Digital Content

A notable feature of the platform allows it to immediately capture disappearing digital content, such as social media stories. If users submit links to temporary advertisements, the system automatically downloads and stores the material for regulatory review before it disappears from public view.

This functionality strengthens PlayCity’s ability to investigate rapidly changing online marketing tactics often used by unauthorized gambling operators.

Significant Financial Penalties for Violators

Once a complaint is filed, PlayCity reviews the content and determines whether it violates Ukrainian gambling advertising laws. Confirmed breaches can trigger major penalties, including fines of up to ₴5,188,200 (approximately $120,000).

In cases of repeated violations, PlayCity can request content removal, coordinate with digital platforms to block illegal advertisements, and pursue page or channel shutdowns. Law enforcement may also become involved when responsible parties cannot be directly identified.

Strategic Cooperation With Major Digital Platforms

PlayCity has expanded its enforcement capabilities through partnerships with major online platforms including Meta, Google, TikTok, Twitch, Viber, and YouTube. The regulator recently strengthened this strategy by collaborating directly with YouTube to identify and remove illegal gambling promotional content.

Recent enforcement actions included the closure of a channel with more than 3,000 subscribers and the removal of a gambling-related promotional video from a channel with over 133,000 subscribers.

Modernized Regulatory Framework Since KRAIL Replacement

Ukraine established PlayCity in June 2025 to replace its former gambling regulator, KRAIL, after criticism over licensing inefficiencies and outdated administrative systems.

Since its launch, PlayCity has aggressively pursued digital modernization, moving licensing processes online through the Diia platform. In addition, it has issued nearly ₴80 million ($1.8 million) in fines related to illegal gambling activity within its first eleven months.

Digital Enforcement Signals Stronger Regulatory Direction

The launch of this reporting platform reflects Ukraine’s increasing emphasis on proactive, technology-driven gambling regulation. By simplifying public reporting, improving digital evidence collection, and strengthening platform-level enforcement, PlayCity is positioning itself as a more responsive and modern regulator in the fight against illegal gambling advertising.
