
Lawmakers Back New Framework
The Betting Duty (Amendment) Bill 2025 passed its third reading in the Legislative Council on Wednesday with overwhelming support. Seventy-seven legislators voted in favor, only two opposed, and two abstained, showcasing Hong Kong’s legislative consensus.
The law introduces a regulated framework for basketball betting, mirroring the system already used for football wagering. The Home and Youth Affairs Bureau will oversee licensing, while the Hong Kong Jockey Club (HKJC) gains exclusive rights to operate basketball betting.
Government officials said technical systems are already under development to ensure a smooth launch in 2026. Basketball betting will be subject to a 15% tax on net stake receipts, the same rate applied to football betting.
Addressing Illegal Offshore Wagering
Supporters of the bill pointed to the surge of illegal offshore betting, often enabled by digital payment platforms. They argued that legalisation will shift underground activity into regulated channels and provide better enforcement tools in Hong Kong.
“Establishing a legal framework will enhance enforcement and protect the public interest,” one legislator said. Others stressed the need to modernize betting laws to match the digital age.
Public Health Concerns Raised
Not all lawmakers supported the measure. Critics questioned whether regulation would truly curb illegal gambling or simply expand betting participation. They highlighted risks of addiction and the normalization of gambling among youth in Hong Kong.
Home and Youth Affairs Secretary Alice Mak responded by announcing new safeguards, including a counseling center for young people and more resources for education. She pledged close cooperation with HKJC, law enforcement, and advisory bodies to monitor the system’s impact.
HKJC Prepares for 2026 Launch
The Hong Kong Jockey Club welcomed the decision and confirmed plans to roll out services in time for the NBA pre-season in September 2026. Currently the sole legal football betting operator, HKJC will extend its compliance and responsible gambling measures to the new basketball vertical.
