China Intensifies Crackdown on Cross-Border Gambling and Telecom Fraud
Over 73,000 Cases Investigated in 2023
China’s Ministry of Public Security reported that in 2023, authorities investigated around 73,000 cross-border gambling cases, dismantling over 4,500 online gambling platforms. These efforts targeted large overseas gambling networks and related underground banking systems.
Major Operations Lead to Thousands of Arrests
Throughout the year, four major crackdowns resulted in 45 key cases and 11,000 arrests. One major operation brought down a Philippines-based gambling ring known as “DC”, which had been recruiting Chinese players for three years.
Global Collaboration Boosts Enforcement
Authorities ramped up international cooperation, leading to the repatriation of over 3,700 suspects, including top organizers and financiers. China worked closely with agencies such as the People’s Bank of China and ministries overseeing foreign affairs, tourism, and immigration.
These cross-department efforts focused on dismantling payment systems, investment scams, and illegal lottery schemes, producing measurable success.
Targeting Telecom Fraud and Regional Crime
China also increased efforts to combat telecom fraud, especially along the Thai-Myanmar border. In a joint operation last week, authorities rescued 61 victims, including 39 Chinese nationals, from scam facilities in Myawaddy, Myanmar.
This followed Thailand’s decision to cut off electricity, fuel, and internet access in scam-heavy regions.
Strengthened Regional Cooperation
Chinese President Xi Jinping recently met with Thai Prime Minister Paetongtarn Shinawatra to reinforce cooperation on cybercrime. Both leaders agreed to focus on curbing online gambling and telecom scams that affect their citizens.
