Brazil Extends Digital Cooperation to Tackle Illegal Betting Promotion

Brazil has extended a key cooperation agreement aimed at curbing the illegal and irregular promotion of fixed-odds betting. The Secretariat of Prizes and Betting (SPA), under the Ministry of Finance, has renewed its partnership with the Digital Council of Brazil. This is part of wider efforts to strengthen market oversight.

Cooperation Extended Until June 2026

Originally launched in July last year, the agreement now runs until 30 June 2026. The renewed partnership strengthens coordination between the SPA and major technology companies, represented by the Digital Council, including Google, Meta, Uber, TikTok, Kwai, and Hotmart.

Through structured and faster information-sharing, the collaboration allows regulators and platforms to respond more effectively to non-compliant betting content.

Thousands of Illegal Ads Removed

According to data from the Digital Council, more than 5,000 pieces of illegal or irregular betting-related content have already been removed. This follows notifications from the SPA’s enforcement team.

In addition to advertising oversight, the cooperation places strong emphasis on protecting children and adolescents from gambling-related exposure. Measures include stricter age controls, enhanced content moderation, and public awareness initiatives designed to promote safer digital environments.

Platform Policy Changes and Responsible Gambling

The partnership has also driven internal policy updates across participating platforms. Several companies have revised their advertising and gambling policies to align with Brazilian regulations. These include new requirements for advertisers to prove they hold a valid betting licence issued by the SPA.

The Digital Council has already launched its “Caring Network” initiative, which promotes healthy technology use among minors. A dedicated responsible gambling campaign is expected to follow.

SPA Secretary Regis Dudena said the cooperation has delivered “many positive results” and remains vital for improving consumer protection and market security. Digital Council CEO Felipe França added that the renewal highlights the effectiveness of public-private cooperation in addressing online harms.

The extension comes as the SPA continues to introduce additional regulatory tools. These include enhanced self-exclusion measures and ongoing discussions around the limits of technology in fully eliminating illegal operators.
