A new bill in Congress, H.R. 7875 – the Providing Opportunities for Individuals in Need of Treatment and Support (POINTS) Act of 2026 – aims to provide federal funding to address gambling addiction for the first time at a national level. Lawmakers introduced the legislation during Problem Gambling Awareness Month, highlighting the growing public health impact of gambling.
Federal Support for Gambling Addiction
Sponsored by Reps. Erin Houchin (IN) and Andrea Salinas (OR), with co-sponsors Reps. Mariannette Miller-Meeks (IA) and Troy Carter (LA), the POINTS Act seeks to direct existing federal gaming revenue toward prevention, treatment, and recovery programs. In addition, estimates suggest the funding could reach up to $100 million.
Rep. Houchin explained:
“Gambling addiction can quietly devastate families, and as sports betting and online gambling expand, we have a responsibility to address its effects. The POINTS Act helps people get back on their feet.”
Rep. Miller-Meeks emphasized the societal impact. She noted gambling addiction affects not only individuals but also families and communities. This underlines the need for federal public health resources.
Growing Concern with Sports Betting Expansion
Furthermore, Rep. Salinas highlighted that the rapid growth of sports betting and online gambling increases the urgency to support addiction services. By using federal excise taxes from gambling, the bill creates a sustainable funding source for prevention and recovery programs.
Support from Responsible Gambling Groups
Responsible gambling organisations, including the National Council on Problem Gambling (NCPG), have welcomed the bill. As a result, NCPG Executive Director Heather L. Maurer stated:
“The POINTS Act recognises gambling addiction as a public health issue and provides a coordinated national response, enabling states and tribes to expand access to vital prevention, treatment, and recovery services.”
Research cited by Mental Health America of Indiana links gambling disorders to higher rates of criminal offenses, domestic violence, child neglect, and bankruptcy. This research highlights the social urgency of the bill.
Focus on Vulnerable Populations
The POINTS Act prioritises those most impacted by gambling, including younger individuals and people in rural areas with limited access to treatment services.
The bill was introduced on 9 March 2026. It was immediately referred to the House Committee on Energy and Commerce for consideration.
