Philippine Agencies Strengthen Coordination Against Illegal Online Gambling

Philippine authorities are intensifying efforts to combat illegal online gambling and cyber-enabled organized crime through deeper interagency coordination.

According to the Philippine News Agency, the Cybercrime Investigation and Coordinating Center (CICC) has formalized a partnership with the Presidential Anti-Organized Crime Commission (PAOCC). The collaboration aims to strengthen investigations and enforcement against illicit online gambling networks operating in the country.

Digital Forensics and Website Blocking

Under the agreement, the CICC will support PAOCC investigations by:

  • Preparing comprehensive case files for legal action against organized crime groups
  • Conducting digital forensic investigations
  • Leading efforts to block illegal gambling websites and related online content

Authorities say the move reflects growing concern that organized criminal groups are increasingly using digital platforms to run illegal gambling operations and other cybercrime activities.

Wider Government Enforcement Push

The initiative forms part of a broader government strategy to address illegal gambling following the nationwide ban on Philippine Offshore Gaming Operators (POGOs). Officials believe stronger coordination between agencies is necessary to dismantle networks that have shifted into the digital space.

The CICC has also expanded collaboration with several organizations, including:

  • Philippine National Police Anti-Cybercrime Group
  • Philippine Amusement and Gaming Corporation (PAGCOR)
  • Digital Pinoys

Tracking Illegal Gambling Platforms

Earlier this month, the CICC and Digital Pinoys launched a one-month monitoring initiative to document illegal gambling websites, mobile apps, and promotional networks operating in the Philippines.

Evidence collected during the initiative has been submitted to the PNP-ACG. Authorities said suspects could face charges under the Cybercrime Prevention Act of 2012, along with other offenses such as syndicated estafa.

The strengthened coordination highlights the Philippine government’s effort to disrupt illegal gambling ecosystems online, combining regulatory oversight, law enforcement, and digital monitoring to target organized crime networks.
