
The Philippine Amusement and Gaming Corporation (PAGCOR) has reaffirmed its commitment to supporting Special Class Business Process Outsourcing (SCBPO) companies, which provide essential services to international gaming firms operating in and around the Philippines.
PAGCOR Chairman and CEO Alejandro Tengco made the pledge on Wednesday amid concerns about the potential impact of the recent ban on offshore-facing Philippine Offshore Gaming Operators (POGOs) on supporting industries, including SCBPOs.
While traditional BPOs offer outsourcing services across various industries, SCBPOs operate under PAGCOR regulation as they specifically cater to offshore gaming companies.
“The key distinction between regular BPOs and SCBPOs is that the latter exclusively support licensed gaming operators abroad by providing essential services such as human resources, marketing, graphic design, accounting, and other back-office functions,” Tengco explained.
He emphasized, however, that SCBPOs are strictly prohibited from engaging in gaming activities, such as taking or soliciting bets. PAGCOR conducts regular audits to ensure compliance with this regulation.
Tengco highlighted PAGCOR’s support for the SCBPO sector as part of its broader effort to generate high-quality employment opportunities for Filipinos.
“We acknowledge the significant contributions of SCBPOs in creating thousands of jobs for our fellow Filipinos. We are also grateful to our foreign investors for recognizing the exceptional talent of our workforce, which delivers world-class outsourced services,” he said. The SCBPO sector currently employs nearly 5,000 local workers.
Looking ahead, PAGCOR aims to facilitate further expansion in the sector, encouraging more job creation as foreign SCBPO operators continue to recognize the expertise and dedication of Filipino professionals.
SCBPOs are required to maintain a workforce comprising at least 95% Filipino employees, ensuring stable and well-compensated job opportunities. Workers in this sector typically receive salaries above the industry average.
“This industry holds tremendous potential, and PAGCOR remains fully committed to its growth. We believe in its capacity to drive employment and economic progress for our nation,” Tengco concluded.
