PAGCOR Strengthens Responsible Gaming Amid Market Slowdown

The Philippine Amusement and Gaming Corporation (PAGCOR) has intensified its focus on responsible gaming following the launch of the National Problem Gambling Helpline, as the country’s gaming industry recorded weaker performance in the first quarter of 2026.

Speaking at SiGMA Asia in Pasay City, PAGCOR Chairman and CEO Alejandro H. Tengco emphasized the need to balance industry growth with stronger player protection measures.

New Helpline Supports At-Risk Players

The National Problem Gambling Helpline provides 24/7 counseling, intervention, and support services for individuals and families affected by gambling-related harm.

PAGCOR launched the initiative in partnership with Seagulls Flock Organization, a non-profit group specializing in mental health, addiction treatment, and behavioral wellness services.

According to Tengco, the helpline offers immediate, confidential, and professional assistance to those seeking support, reinforcing PAGCOR’s broader commitment to responsible gaming.

Responsible Gaming Remains Key Priority

Tengco said regulators and industry stakeholders share responsibility for ensuring that innovation and market growth do not come at the expense of consumer protection.

As digital gaming continues to expand across the Philippines, PAGCOR has placed increasing emphasis on developing safeguards that promote sustainable industry growth while protecting vulnerable players.

The regulator views responsible gaming measures as an essential component of maintaining public confidence in the sector.

Market Growth Slows in Early 2026

The renewed focus on player protection comes as the Philippine gaming market experiences softer trading conditions.

While electronic gaming helped drive the country’s gross gaming revenue (GGR) to nearly PHP400 billion in 2025, representing a 6.39% increase from the previous year, first-quarter results in 2026 reflected a slowdown.

Total industry GGR declined 15.87% year-on-year to PHP87.60 billion, while the electronic gaming segment contracted 22.43%.

PAGCOR attributed the decline to weaker discretionary spending and broader economic pressures affecting consumer behavior.

Casinos Remain Largest Revenue Source

Despite the softer performance, licensed casinos continued to account for the largest share of industry revenue.

The sector generated PHP44.52 billion during the first quarter, representing approximately 50.8% of total gaming revenue.

Tengco stressed that the industry’s long-term success should not be measured solely by financial performance. Instead, he highlighted the importance of maintaining strong regulatory standards, responsible gaming practices, and public trust.

As the Philippine gaming market continues to evolve, PAGCOR appears focused on balancing commercial growth with enhanced player protection initiatives to support a sustainable and well-regulated industry.
