Japan’s Supreme Court has initiated formal dismissal proceedings against summary court judge Akifumi Morimoto following allegations of habitual online gambling through offshore casino websites.
The court stated that Morimoto’s actions represented conduct “undermining the dignity of judges,” escalating the case into a significant judicial ethics matter.
Allegations Involve Extensive Online Gambling Activity
According to prosecutors, Morimoto allegedly:
- Accessed offshore online casino platforms more than 60,000 times
- Used personal smartphone and tablet devices
- Participated in baccarat and other gambling activities
- Conducted this activity between April and September 2023
The alleged gambling took place while he was residing in Akita Prefecture.
Criminal Proceedings Already Underway
The Akita District Public Prosecutors Office indicted Morimoto without arrest on April 17, 2026.
Japanese media reports indicate that Morimoto has:
- Admitted to the allegations
- Expressed remorse
Parliamentary Impeachment Process Activated
Japan’s Supreme Court has requested that the parliamentary impeachment commission file a formal petition with the Judge Impeachment Court.
If approved:
- The Judge Impeachment Court will review the case
- A formal judicial dismissal decision may follow
Judicial Integrity Under Scrutiny
The case highlights Japan’s strict expectations regarding judicial conduct, particularly as the country continues to confront broader concerns surrounding online gambling and offshore betting platforms.
For Japan’s legal system, the proceedings reinforce that:
- Judges are held to elevated ethical standards
- Illegal gambling activity can trigger both criminal and professional consequences
- Public trust in judicial institutions remains a top priority
Broader Implications
This case may further intensify Japan’s stance on illegal online gambling enforcement, especially as offshore operators continue to attract scrutiny from regulators and law enforcement.
The outcome could also serve as a precedent for how judicial misconduct tied to online gambling is addressed moving forward.
