China and Thailand have pledged to strengthen cooperation against cross-border online gambling and telecom fraud. This follows high-level talks between the two countries’ leaders.
The commitment was announced after Chinese President Xi Jinping met Thai Prime Minister Anutin Charnvirakul in Shanghai on July 17. This meeting reinforced both countries’ efforts to combat transnational criminal activities linked to illegal online gambling.
Leaders Commit to Joint Enforcement
During the meeting, Xi emphasized the need for stronger action against cross-border crime to support bilateral cooperation. He also highlighted the importance of promoting safer travel between the two countries.
Anutin said Thailand is prepared to work closely with China to combat online gambling operations and telecom fraud. This reflects a shared commitment to addressing organized criminal networks operating across national borders.
Long-Running Concerns Over Cross-Border Gambling
China has repeatedly urged Southeast Asian countries to crack down on illegal gambling operations targeting mainland Chinese citizens.
Beijing has consistently linked cross-border online gambling to money laundering, telecom fraud, and wider scam networks. Therefore, regional enforcement cooperation has become a key priority in recent years.
Thailand Maintains Opposition to Casino Legalization
The latest agreement also aligns with Thailand’s current position on casino development.
Earlier discussions between Xi and Anutin reaffirmed that Thailand would not legalize casinos or use gambling as a tool for economic growth. The country’s previous Entertainment Complex Bill, which proposed allowing casinos within integrated resorts, was withdrawn in July 2025. This withdrawal followed political uncertainty and public opposition.
The renewed cooperation highlights the continued focus by both governments on strengthening regional enforcement against illegal online gambling. It also emphasizes efforts against related financial crimes.
