Cambodia is considering expanding visa-free entry and increasing direct international flights as part of efforts to revive tourism. This follows a decline in foreign visitor arrivals during the first half of 2026.
The proposals were discussed during a government-private sector tourism working group meeting chaired by Tourism Minister Huot Hak.
Government Reviews Tourism Recovery Measures
According to the minister, international arrivals declined significantly in the first half of the year. This was due to negative publicity surrounding online scams, tensions along the Cambodia-Thailand border, and higher oil prices linked to instability in the Middle East.
Industry representatives submitted 11 proposals aimed at supporting tourism recovery. These include expanding visa-free access for key source markets, creating a tourism development fund, and strengthening international marketing efforts.
Industry Calls for Better Air Connectivity
Stakeholders also urged the government to improve domestic aviation networks, encourage tourism investment, and expand direct international flight connections.
The Ministry of Tourism, civil aviation authorities, airlines, and industry representatives were encouraged to coordinate on developing new international routes. These routes should target priority markets.
Airport Traffic Declines
Passenger traffic across Cambodia’s three main international airports fell 9% year-on-year to 3.71 million during the first seven months of 2026. Meanwhile, aircraft movements remained broadly stable at 37,248. Moreover, air cargo volume increased 21% to 57,102 tonnes.
China Visa Exemption Already in Place
Cambodia introduced a temporary visa exemption for Chinese citizens on June 15. The four-month policy allows stays of up to 14 days and will remain in effect until October 15. This is part of efforts to attract more visitors from one of the country’s key tourism markets.
