Cambodian authorities have revoked the licences of 18 casinos and suspended operations at nine others. This is part of an ongoing nationwide crackdown on online scam activities linked to gambling venues.
The figures were disclosed by the Secretariat of the Commission for Combating Technology-enabled Scams (CCTC). They cover enforcement actions carried out since July 2025.
18 Casino Licences Revoked
According to CCTC Senior Minister Chhay Sinarith, authorities have identified 18 casinos involved in online scam activities and revoked their licences. Furthermore, a further nine casinos have had their licences suspended while investigations continue.
The enforcement campaign previously involved inspections of 195 licensed casinos, with authorities identifying 72 facilities allegedly connected to online fraud. At least 23 additional casinos had already stopped operating because their licences had expired.
The CCTC is working with the Commercial Gambling Management Commission, police, courts and other relevant agencies. Together, they investigate suspected casino-linked scam operations.
Authorities can also freeze and confiscate assets belonging to casino owners and shareholders. This happens where properties or companies are found to be involved in online scam offences.
Cambodia Tightens Casino and Online Gambling Controls
The latest enforcement follows Cambodia’s decision to suspend online gambling operations linked to land-based casinos from October.
Interior Minister Sar Sokha announced the suspension last week following a directive from Prime Minister Hun Manet. In addition, the government is seeking stronger oversight of gambling activities and related financial flows.
The measure adds another layer of pressure on casinos operating online gambling activities alongside their land-based businesses.
New Framework for Casino Licence Renewals
Regulatory scrutiny is also extending to future casino licensing.
Cambodia’s Commercial Gambling Management Commission is developing an integrity and quality evaluation framework to assess casino licence renewals. The framework is intended to establish minimum suitability requirements for operators seeking to obtain or renew a casino licence.
For Cambodia’s casino sector, the combined measures point to a broader shift toward stricter licensing, financial oversight and enforcement. This is particularly the case where gambling facilities are suspected of being connected to online scams or other illegal activities.
