Brazil’s Secretariat of Prizes and Betting (SPA) has blocked 66,482 illegal betting domains and removed 1,511 online profiles. Authorities continue to intensify enforcement against unauthorised gambling activity.
The figures, obtained under Brazil’s Access to Information Law, cover enforcement activity from January 2025 through September 2, 2026. They highlight the scale of the country’s efforts to separate regulated operators from the illegal betting market.
SPA Advances Enforcement Proceedings
The SPA has processed or archived 103 administrative sanctioning proceedings (PAS) since January 2025. Of these, 68 have been resolved, including 56 at the administrative level and 12 cases under appeal.
Another 31 proceedings are awaiting judgment, while two have been taken to court and two are involved in potential settlement discussions.
The SPA explained that proceedings are not immediately sent for judgment after being opened. Authorities first conduct investigative steps, including notifications, requests for additional information or documents and the submission of preliminary defences.
Fines Reach R$18 Million
Among the resolved cases, the regulator has issued 42 warnings based on factors such as the severity of the conduct. Additionally, warnings are based on whether the party was a first-time offender, financial benefit and the level of harm caused.
The SPA has also issued 20 fines and one fine combined with a suspension of activities. These penalties total R$18.019 million.
So far, R$3.091 million has been collected, while R$1.421 million has been added to federal government debt. A further R$600,000 is subject to suspended enforceability following a court ruling.
Responsible Gambling and Advertising Under Scrutiny
The enforcement data includes 12 proceedings involving responsible gambling violations. Five have been decided, resulting in three warnings and two fines worth R$5.739 million.
Five additional proceedings concern betting advertising violations. Three have been determined, with one under analysis and another proceeding in court. The judicialised case resulted in four fines totalling R$5.544 million.
The SPA noted that one proceeding can involve multiple violations. Therefore, the number of infractions may exceed the number of PAS cases.
The figures underline Brazil’s continued efforts to strengthen compliance, restrict illegal operators and enforce responsible gambling and advertising requirements. These efforts apply across its regulated betting market.
